Hopefully, areas will be <br /> designated to minimize any enforcement difficulties, however, this <br /> issue has been raised throughout the development of the survey and <br /> policy recommendation. <br /> Another Recommendation <br /> The SPC recommends that the Board endorse a pilot project, to be <br /> undertaken voluntarily by one or two departments, to test the use <br /> of smokeless ashtrays and desk-top air cleaning machines. These are <br /> devices that would address the "mini-environment" of immediate work <br /> areas. <br /> The SPC proposes this idea because designated areas will be <br /> difficult for some departments to achieve due to configuration of <br /> their facility or their relationship to the public. Also, personnel <br /> changes occur frequently enough to mean that the mix of smokers and <br /> non-smokers will also change. What was designated initially may be <br /> less workable as time goes by, yet not to the point of <br /> redesignating an entire facility. Finally, when non-smokers move <br /> into an area previously occupied by a smoker and vice-versa, the <br /> use of mini-environment devices ensures the least impact on either <br /> person - diminishes the smoke smell for future non-smokers and <br /> permits future smokers to work in an area where co-workers do not <br /> smoke. <br /> The SPC has no data on which to base this recommendation except <br /> personal experiences and anecdotes, so a limited test is <br /> appropriate. The team of department heads suggested to implement <br /> the Smoking Policy could also develop, organize and monitor such a <br /> pilot project. <br />
