This will allow time for department heads to designate <br /> smoking and non-smoking areas, by individual department and by <br /> building where space is shared, enabling them to determine the <br /> number of signs and ashtrays they will need. They can then notify <br /> Public Works of their needs, and Public Works can make the total <br /> equipment request in their 1988-89 budget. Once the budget is <br /> adopted, there would be time to order and install signs and <br /> ashtrays prior to the effective date of implementation. Meanwhile, <br /> the Health Department will have begun the "Health Yourself" project <br /> which will include counseling and programs on smoking cessation. <br /> The SPC strongly recommends notifying employees of the policy on <br /> smoking and the implementation strategy and timetable described <br /> above in writing as soon as the Board adopts a policy and <br /> implementation scheme . <br /> The Costs <br /> In order for a smoking policy based on designated areas to be <br /> effective, there should be equipment (signs) to alert employees and <br /> the public to the fact of there being a policy and the equipment <br /> (ashtrays) to encourage them to abide by it. For estimation <br /> purposes only, figure two smoking areas and/or two non-smoking <br /> areas per facility (this will vary considerably in actuality, given <br /> the very diverse nature of the County' s facilities. ) The number of <br /> signs and ashtrays necessary to implement the recommended policy is <br /> estimated to be at least two signs per area (delimiting either end <br /> of either type of area) , two smoking stands per non-smoking area <br /> (one at either limit) , and two ashtrays per smoking area.
