The Implementation The recommended effective date of a policy on smoking is September 1, 1988 . This will allow time for department heads to designate smoking and non-smoking areas, by individual department and by building where space is shared, enabling them to determine the number of signs and ashtrays they will need. They can then notify Public Works of their needs, and Public Works can make the total equipment request in their 1988-89 budget. Once the budget is adopted, there would be time to order and install signs and ashtrays prior to the effective date of implementation. Meanwhile, the Health Department will have begun the "Health Yourself" project which will include counseling and programs on smoking cessation. The SPC strongly recommends notifying employees of the policy on smoking and the implementation strategy and timetable described above in writing as soon as the Board adopts a policy and implementation scheme . The Costs In order for a smoking policy based on designated areas to be effective, there should be equipment (signs) to alert employees and the public to the fact of there being a policy and the equipment (ashtrays) to encourage them to abide by it. For estimation purposes only, figure two smoking areas and/or two non-smoking areas per facility (this will vary considerably in actuality, given the very diverse nature of the County' s facilities. ) The number of signs and ashtrays necessary to implement the recommended policy is estimated to be at least two signs per area (delimiting either end of either type of area) , two smoking stands per non-smoking area (one at either limit) , and two ashtrays per smoking area.
