Recommended Smoking Policy, page 2 138 <br /> Research also checked into the costs of implementing any given <br /> policy, and provided cost information on the policy recommended to <br /> the Board of Commissioners. Members of both committees worked <br /> individually and then reported back to the committee chair . Two <br /> meetings of the SPC were held, one to organize the charge into <br /> assignments and the other to report the committees ' work . <br /> The draft policy, created during the second SPC meeting, was <br /> circulated to the SPC for their review and comment. Those comments <br /> were called in to the SPC chair, who incorporated them and sent the <br /> final report to the attorney for the county, the Manager and the <br /> Personnel Director for their review and comment. <br /> The Recommended Policy <br /> The Statement <br /> Orange County' s policy regarding smoking is as <br /> follows: <br /> 1) Designated smoking and non-smoking areas will <br /> be determined for all county facilities. <br /> 2) Smoking will be allowed only in those areas <br /> designated as smoking areas; smoking is <br /> prohibited in those areas designated as <br /> non-smoking areas. <br /> 3) Department heads are responsible for <br /> designating smoking and non-smoking areas. Where <br /> departments share space in a given county <br /> facility, the department heads in that facility <br /> should designate both types of areas by <br /> concensus. Areas of hazard, sensitive equipment, <br /> ventilation, public traffic patterns and <br /> employee accessibility to these areas should be <br /> taken into consideration when they are <br /> designated. <br /> 4) Signs depicting designated areas should be <br /> uniform in design and prominently displayed for <br /> both types of designated areas in all county <br /> facilities. Ashtrays should be adequately <br /> provided in smoking areas and at the entrance(s) <br /> to non-smoking areas. The Department of Public <br /> Works is responsible for the procurement, <br /> placement and maintenance of signs and ashtrays. <br /> Budgeting for the equipment needed to carry out <br /> this policy should be handled as it is for data <br /> processing; individual departments make requests <br /> which are then funneled into Public Works ' <br /> budget. <br />
