Recommended Smoking Policy, page 2 138
Research also checked into the costs of implementing any given
policy, and provided cost information on the policy recommended to
the Board of Commissioners. Members of both committees worked
individually and then reported back to the committee chair . Two
meetings of the SPC were held, one to organize the charge into
assignments and the other to report the committees ' work .
The draft policy, created during the second SPC meeting, was
circulated to the SPC for their review and comment. Those comments
were called in to the SPC chair, who incorporated them and sent the
final report to the attorney for the county, the Manager and the
Personnel Director for their review and comment.
The Recommended Policy
The Statement
Orange County' s policy regarding smoking is as
follows:
1) Designated smoking and non-smoking areas will
be determined for all county facilities.
2) Smoking will be allowed only in those areas
designated as smoking areas; smoking is
prohibited in those areas designated as
non-smoking areas.
3) Department heads are responsible for
designating smoking and non-smoking areas. Where
departments share space in a given county
facility, the department heads in that facility
should designate both types of areas by
concensus. Areas of hazard, sensitive equipment,
ventilation, public traffic patterns and
employee accessibility to these areas should be
taken into consideration when they are
designated.
4) Signs depicting designated areas should be
uniform in design and prominently displayed for
both types of designated areas in all county
facilities. Ashtrays should be adequately
provided in smoking areas and at the entrance(s)
to non-smoking areas. The Department of Public
Works is responsible for the procurement,
placement and maintenance of signs and ashtrays.
Budgeting for the equipment needed to carry out
this policy should be handled as it is for data
processing; individual departments make requests
which are then funneled into Public Works '
budget.
