BACKGROUND: During the sign-up period for sewer service the residents of Efland/Cheeks were given an estimated sewer rate schedule as well as an estimated cost for that particular house as an attachment to their contract (see attached estimated rate schedule) . The sign-up period was through February 12, 1985. Since that time, the Town of Hillsborough has increased its sewer rate and tap fee. The sewer rate for outside customers increased from $1.16 to $3 .80 per thousand gallons. In the finalization of the contract for treatment of the Efland sewage there is a provision for payment of 70% of the outside rate which brings the cost to $2 . 66 per thousand gal- lons. Secondly, the Hillsborough tap fee increased from $400. 00 to $600. 00 for new customers. There are variables that should be considered as identified in the attached executive summary as follows: 1. Customers will sign-up and begin use of sewer system at different times. 2 . There will be additional customers not included in the original sign-up. 3 . Expectations of many system users is that the estimated sewer rate schedule would be used, at least initially. 4. There is no history as to actual costs of system. 5. There will be a deficit in 1st year of operation.
