130 <br /> Attachment I , Affidavit on Benjamin Pratt <br /> been occurring since 1978, and that Mr. Pratt had been aware of the <br /> said violation since 1978. Files of the Orange County Planning <br /> Department include copies of letters to Mr. Pratt concerning the <br /> violation dated from 1978 through January 1984. In December, 1983, <br /> Mr. Jeff Coutu, Planner III , and Mr. Eddie Kirk, Planner II , went to <br /> Mr. Pratt's property and reported a continued violation. (Mr. Coutu <br /> is no longer on the staff.) The Orange County Planning Department <br /> files in this matter also include photographs taken at Mr. Pratt's <br /> property spanning the' time period 1979-1984, confirming the ongoing <br /> presence of vehicles described above on his property. <br /> On August 27, 1987, I , the applicant, observed what I believed <br /> to be junked, wrecked automobiles on the property of Benjamin Pratt. <br /> On February 26, 1988, this applicant observed the same cars as had <br /> been observed on August 27, 1987. On March 8, 1988, this applicant <br /> . ascertained by personal observation that the situation remained <br /> unchanged. <br /> From the information this applicant has obtained from the files <br /> of the Orange County Planning Department, from information conveyed <br /> to him by Marvin Collins, Planning Director, and from the personal <br /> knowledge and observation of the Benjamin Pratt property, it is <br /> reasonable to believe that Mr. Benjamin Pratt is storing and parking <br /> junked, wrecked, inoperable vehicles in violation of Orange County <br /> Zoning Ordinance 6.16.7. Evidence of said violation will be serial <br /> numbers of these vehicles, observation of their general condition, <br /> and photographs. <br /> 4. .41407 417ZZ, <br /> /-�z . '7 <br />
