The following comments are <br /> offered for consideration by Orange County during the project review and <br /> approval process. <br /> The a,1ASA Board of Directors has not reviewed and considered the proposed <br /> projects or the CWASA staff comments. However, the Board of Directors has <br /> previously expresses concern about the increased dependence upon on-site and <br /> cluster wastewater disposal systems in public water supply watershed areas <br /> and the Rural Buffer without a comprehensive program in place to provide for <br /> the effective, long-term operation, maintenance and inspection of these <br /> systems. The Board of Directors has also expressed concerns about the need <br /> for effective, permanent sedimentation and erosion control measures, <br /> particularly for all projects within the University Lake and Cane Creek <br /> watersheds. <br /> A. General Comments Armlicable to All Proiec-.s: <br /> Tne pressed subdivisions would all have lot sizes averaging more than 2 <br /> acres. Based on available information, this development density is <br /> presently considered to be generally acceptable from a water quality <br /> ••_ protection standpoint. These projects will result in limited increases in <br /> nonpoint pollution resulting from additional automobile traffic, soil <br /> disturbance, wastewater disposal system operation, and other activities. <br /> - "Mese impacts can be reduced and properly naanaoed through timely • <br /> implementation and ongoing maintenance of effective sedimentation and <br /> erosion control measures and through proper, conservative design, <br /> - - construction, operation and maintenance of the septic tank systems serving <br /> • each low. - <br /> An Equal Ooaortunity Employer <br />
