The <br /> Planning Department has stated that Orange County's "current policy" is to <br /> prohibit the extension of public water and sewer service into protected <br /> watersheds and the Rural Buffer area. Regardless of the present policy, the <br /> possible need for future extension of public sewer service into these areas <br /> should not be dismissed. The advanced provision of easements will permit <br /> future public sewer extensions to be undertaken in a more timely and <br /> economical manner than would otherwise be possible, in the event they are <br /> determined necessary. <br /> The developers of these projects should be required to provide public sewer <br /> utility easements (minimum width of 30 feet) along the low-lying areas of <br /> the sites to facilitate the timely extension of public sewer service into <br /> and through the proposed subdivisions in the event that action is determined <br /> necessary and desirable in the future. <br /> 3. Sedimentation and Erosion Control. OWASA has previously expressed <br /> concerns relative to the need for effective sedimentation and erosion <br /> control measures during and after project construction. Erosion problems <br /> exist at other recent developments within the University Lake watershed and <br /> are of continuing concern to OWASA. Assurance must be provided that <br /> effective sedimentation and erosion control measures will be installed <br /> in a timely manner and permanently maintained. The use of grassed swales <br /> along proposed roadways must be carefully evaluated to assure that swales <br /> can be established and permanently maintained on the steeper sloped areas. <br /> B. Additional/Specific Comments on Individual Projects <br /> 1. Rock Led a Place Subdivision <br /> • OWASA requests that the 50' stream buffer also be designated as a <br /> sanitary sewer easement. The topography of the site is not shown on the <br /> plat. Additional easements for future major gravity sewer facilities <br /> may also. be desirable on this site. <br /> • The plat does not state whether individual septic tank/soil absorption' <br /> systems will be used. <br /> 2. James Vine Subdivision <br /> • No additional comments. <br /> 3. Albert Reeves Estate Subdivision <br /> • Locations for the recommended sanitary sewer easements are along Phils <br /> Creek on the south side of the property, and along the two intermittent <br /> streams adjacent to Lots 2 - 7 and Lots 1 and 8. <br /> • Effective sedimentation and erosion control measures must be established <br /> in a timely manner in the steeper sloped areas adjacent to the <br /> intermittent streams. <br />
