The following comments are
offered for consideration by Orange County during the project review and
approval process.
The OWASA Board of Directors has not reviewed and considered the proposed
projects or the C ASA staff comments. However, the Board of Directors has
previously expressed concern about the increased dependence upon on-site and
cluster wastewater disposal systems in public water supply watershed areas
and the Rural Buffer without a comprehensive program in place to provide for
the effective, long-term operation, maintenance and inspection of these
systems. The Board of Directors has also expressed concerns about the need
for effective, permanent sedimentation and erosion control measures,
particularly for all projects within the University Lake and Cane Creek
watersheds.
A. General Comments Applicable to All Projects:
The proposed subdivisions would all have lot sizes averaging more than 2
acres. Based on available information, this development density is
presently considered to be generally acceptable from a water quality
protection standpoint. These projects will result in limited increases in
nonpoint pollution resulting from additional automobile traffic, soil
disturbance, wastewater disposal system operation, and other activities.
These impacts can be reduced and properly managed through timely
implementation and ongoing maintenance of effective sedimentation and
erosion control measures and through prope7771.TeTvative design,
construction, operation and maintenance of the septic tank systems serving
each lot.
An Equal Opportunity Employer
