062 <br /> 3 <br /> nitrification fields on the preliminary plat. <br /> (3) Submit payment-in-lieu of dedication of recreation/open <br /> space in the amount of $447 . <br /> When this application was considered at the Planning Board <br /> meeting on February 15. 1988 , a motion was made for approval <br /> of the preliminary plan with two (2) conditions: <br /> (1) Submit payment-in-lieu of dedication of recreation/open <br /> space in the amount of $447 . <br /> (2) Cheyenne Drive shall be upgraded to Class B private <br /> road standards and shall continue to be privately <br /> maintained. <br /> The motion was defeated by a tie vote of 4 to 4 . Those <br /> members who opposed the motion cited the following reasons: <br /> Two members who voted against the motion felt that Cheyenne <br /> Drive should be upgraded to NCDOT standards and the State <br /> should be petitioned to accept maintenance responsibility <br /> for that road. <br /> The other two members who opposed the motion felt that all <br /> the conditions recommended by the Planning Staff should be <br /> considered, including the locations of primary and backup <br /> areas for septic tank disposal to be shown on the plan. <br /> RECOMMENDATION: The Administration recommends approval of the preliminary <br /> plan subject to the following conditions: <br /> (1) Submit payment-in-lieu of dedication of recreation/open <br /> space in the amount of $447 . <br /> (2) Upgrade Cheyenne Drive to meet NCDOT specifications for <br /> unpaved roads and petition the State for acceptance of <br /> Cheyenne Drive into its maintenance system. <br /> The condition regarding the delineation of primary and back- <br /> up nitrification fields is not recommended. pending a policy <br /> decision regarding such delineation by the Board of <br /> Commissioners. <br /> abstracts: james-vine <br />
