BACKGROUND: At a recent agenda review meeting, two subdivisions, Albert Reaves Estates and James Mark Vine, were withheld from the Commissioners consideration, pending the collection of infor- mation regarding the delineation of primary and back-up nitri- fication fields on subdivision plats. The issue emerged from a recommendation by OWASA that the fields be denoted on such plats. A decision to require such notations on subdivision plats is a question of policy. Preliminary information obtained from Environmental Health personnel indicates that it is possible to denote primary and back-up nitrification fields on prelimi- nary and final subdivision plats but at a greater cost to both the applicant and the Health Department. (See attached memo- randum. ) RECOMMENDATION(S) : The Administration recommends further assessment of the costs involved in a policy which requires delineation of primary and back-up nitrification fields on subdivision plats. Until further assessment of the costs required for such a policy is determined, the administration recommends that delineation of primary and back-up nitrification fields on subdivision plats not be required.
