042 <br /> requirements to increase the capacity of our schools. This has become a much higher <br /> priority than renovating support areas. <br /> For this reason, it has been our intention to request that funds from the original <br /> 1988-89 projects be transferred and to complete them in conjunction with the overall <br /> renovation of each school as described in the Five Year Master Plan for School Facilities <br /> 1988-89 - 1992-93 which we submitted to the County last fall. <br /> The delay of these renovationlexpansion projects does not alter our request of <br /> $27.5 million dollars because each project was included in this plan. The transfer of <br /> funds to construct the Culbreth pod had no net effect on the funding of the Five Year <br /> Capital Improvement Plan because 1988-89 dollars, which are included in the County's <br /> revenue five-year projections to fund capital improvements, are being used to begin the <br /> expansion of Culbreth Junior High School which was included in our Five-Year Plan (see <br /> attachment). Because it was assumed that the air-conditioning projects would be <br /> completed before the beginning of the Five-Year Plan, the transfer of funds does not <br /> increase our $27.5 million request, but it does decrease the available "pay-as-you-go' <br /> revenues in 1988-69. Wtjije the transfer does not increase our reouest,this will, in all <br /> likelihood, delay the implementation schedule for the projects. This, of course, is <br /> contingent upon the bond package that is prepared by the County Commissioners. <br /> Obviously, reducing the funds available to complete our Five-Year Capital <br /> Improvement Plan is an undesirable consequence of our request. The Board of Education <br /> and the County Commissioners, however, committed themselves to these air- <br /> conditioning projects and the Board believes that it must fulfill this obligation to the <br /> public. Students in these two schools clearly lose valuable instructional time in May, <br /> June, August, and September. With the air-conditioning of Phillips Junior High School <br /> and Frank Porter Graham, all of the Chapel Hill-Carrboro City Schools will be fully air- <br /> conditioned.
