Margaret Lane <br /> Hillsboro ,gh NC 27278 <br /> Dear Mr. v'n <br /> We are pleased that the County Commissioners will be considering our request for <br /> the re-allocation of funds from the 1966-89 Long Range Capital Projects Budget at its <br /> meeting on Tuesday, March 15, 1988. School Board administrative staff will be prepared <br /> to make a brief presentation on this request. In addition, representatives from Douglas <br /> V. Perry Associates will be in attendance to answer technical questions about the design <br /> of the system. <br /> There are two logical explanations for why the bids came in so far overbudget. <br /> First, the original estimate was made four years ago and has never been adjusted for <br /> inflation. Assuming a 5% annual inflation rate, this would increase the original estimate <br /> of $774,180 to $941,021. A portion of the difference between the adjusted figure and <br /> the original low bid of $1,313,875 can be attributed to the tight timeline for the project. <br /> = Some work must begin while school is in session which will require evening and <br /> weekend hours as well as additional set up and clean up expenses. The summer work <br /> schedule will require considerable overtime. Beyond these two major factors, I cannot <br /> be more specific about why this project came in so for over budget. <br /> It appears that we had sufficient competition for the work. Five electrical <br /> contractors bid on the Phillips job and four bid on Frank Porter Graham. Three HVAC <br /> contractors bid on the Phillips work and four bid on Frank Porter Graham. Given the <br /> reasonable level of competition, the apparent adequacy of our specifications, and the <br /> very tight timeline, there is no reason to re-bid the projects. <br />
