.012 <br /> 5) avoids the necessity and expense of creating an additional <br /> cabinet-level department, <br /> 6) by creating a "new" department, minimizes potential for conflict <br /> among newly combined personnel , since neither current department <br /> (DHR or DNRCD) will be perceived to have won or lost a "turf <br /> battle," <br /> 7) strengthens link _of environmental programs to public health and <br /> epidemiology, <br /> 8) retains and strengthens link between environmental programs and <br /> natural resources management, <br /> 9) allows maximum efficiency from the Division of Health Services <br /> and Division of Environmental Management laboratories by allowing <br /> them to continue functioning as they are with minor management <br /> reorganization and to remain housed, for the foreseeable future, <br /> in their presently provided-for facilities, <br /> 10) places State's ties with EPA (except for pesticides) in a single <br /> agency, <br /> 11) minimizes disruption of services by keeping existing line <br /> programs relatively intact, and <br /> 12) reduces perceived conflicts between environmental protection and <br /> development interests. <br /> As with any consolidation option, this proposal does present areas of <br /> concern. Because there is no perfect organizational form, there will always <br /> be some interfaces about which there will be debate. For example, this model <br /> separates some health functions from other human services programs. It also <br /> combines administratively some programs which historically have had relative <br /> little interaction. We feel, however, that this model strikes the best <br /> balance of the many we examined. <br /> Finally, this model does not totally meet the objective of bringing all <br /> environmental functions into one department. Pesticide control and radiation <br /> protection programs are not part of this consolidation. There are valid <br /> reasons for leaving both as is. Including pesticide control would simplify <br /> the internal organizational diagrams, but at the expense of farmers. As <br /> presented, this option allows farmers to continue to deal the the Department <br /> of Agriculture. Similarly, the Radiation Protection Section is to remain at <br /> DHR because of its organic relationship with license and permit services to <br /> hospitals and other health facilities. <br /> 5 - <br />
