039 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> Action Agea <br /> Item No. <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: MARCH 1, 1988 <br /> SUBJECT: ANIMAL LICENSING TAX--SECOND READING <br /> DEPARTMENT: COUNTY MANAGER PUBLIC HEARING: Yes X No <br /> ATTACHMENT(S) : INFORMATION CONTACT: MANAGER'S <br /> NONE OFFICE,X501 <br /> TELEPHONE NUMBER: <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: Consideration of second reading of animal licensing tax. <br /> BACKGROUND: At the February 16, 1988 regular Commissioner's Meeting the <br /> Board approved, on the first reading, differential licensing <br /> tax for dogs and cats as follows: <br /> Dogs: <br /> Spayed and neutered $5. 00 <br /> Unspayed and unneutered $7.50 <br /> Cats: <br /> Spayed and neutered $2. 00 <br /> Unspayed and unneutered $3 . 00 <br /> Since all Commissioners were not present at the February 16, <br /> 1988 meeting, a second reading is required to adopt the animal <br /> licensing tax. <br /> The Manager recommends the effective date for the new <br /> licensing tax be retroactive to January 1, 1988. In addition, <br /> extension of the animal licensing tax deadline from March 31, <br /> 1988 to April 29, 1988 would give citizens ample time to <br /> respond to the new tax rate. All citizens having paid the old <br /> (higher) licensing tax would receive a refund check <br /> reconciling the difference. Approximately 1,808 animal <br /> licenses have been issued to date with 290 of the total <br /> representing unsterilized animals. Therefore, the total <br /> number of refund checks would be approximately 290 resulting <br /> in minimal impact on Animal Control and Finance staffs. <br />
