a <br /> 032 <br /> Resolution to Support the Capacity Use <br /> Designation for the Eno River Basin <br /> On February 1st, 1988 the Orange County Board of Commissioners <br /> approved a resolution of support for the Capacity Use Designation for <br /> the Eno River portion of the Neuse River Basin. The Department of <br /> Natural Resources conducted an investigation for the North Carolina <br /> Environmental Management Commission and concluded that water <br /> withdrawals from the river and surrounding groundwater withdrawals in <br /> the area would require regional coordination and limited regulation at <br /> the state level. <br /> I, Chris Best, also support the Capacity Use Designation for the <br /> Eno River with the understanding with the Department of Natural <br /> Resources that this is not a permanent designation, but rather a <br /> continuing means to an end that will protect the public health and <br /> safety by assuring the adequacy and purity of the source of our <br /> drinking water supply. The state must work with the county to provide <br /> guidance and coordination in establishing a Water Board involving the <br /> regional water users. Since direct regulation of water use falls under <br /> the purview of the state, the state must help the Water Board with <br /> methods of instituting local options for guiding area water use such <br /> as through local taxation, development regulations, and public <br /> investments in capital improvements. <br /> Regional cooperation to ease the burden on our water supply will <br /> take place through the establishment of an Orange County Water Board. <br /> With the continued commitment to the Board from all the water users, <br /> and with the help of the Department of Natural Resources through this <br /> Capacity Use Designation, the county will demonstrate to the state <br /> that is is indeed capable of planning its own destiny, and the <br /> designation will be lifted. <br /> Chris Best <br /> February 15th, 1988 <br />
