11 M <br /> Best submitted a statement to be included as part <br /> of these minutes ( page ) . <br /> 031 <br /> Jacobs indicated there has been no confirmation of <br /> a date for the State' s recommendation on the <br /> capacity use designation . <br /> MOTION: Jacobs moved that the Planning Board recommend that <br /> the Board of Commissioners immediately begin to <br /> development a management plan in order to avoid the <br /> necessity of the State having to mandate the <br /> capacity use designation . Seconded by Best. <br /> VOTE: Unanimous. <br /> AMENDED MOTION: Jacobs moved to amend the original motion to read <br /> as follows: <br /> That a statement be prepared by the Chair or his <br /> designee as general support for the need for a <br /> capacity use designation or a management plan which <br /> would accomplish the same purposes, and, if the <br /> State imposes a capacity use designation that it do <br /> so with the inclusion of the local government in <br /> the regulatory process. <br /> This amendment was accepted by the first and second <br /> of the original motion . <br /> VOTE: 7 in favor . <br /> 1 opposed (Yuhasz - Indicated that he felt that <br /> State control of water resources would not increase <br /> the amount of raw water available) . <br /> VOTE: 7 in favor . <br /> 1 opposed <br />
