071 <br /> CONTRACT BETWEEN INDEPENDENT OPINION RESEARCH & COMMUNICATIONS, INC <br /> AND <br /> ORANGE COUNTY <br /> FOR CONSULTATION SERVICES <br /> This contract is made and entered into this day of March, 1988 by <br /> and between Independent Opinion Research & Communications, Inc. , <br /> located at 530 Causeway Drive, Wrightsville Beach, N.C. herein referred <br /> to as Contracting Agency, and Orange County Board of Commissioners, <br /> located at 109 Court Street, Hillsborough, NC, herein referred to as <br /> Client. The parties agree to a binding contract for the purpose of <br /> consultation on the process of the adoption of a Capital Improvements <br /> Program and the resulting bond package and referendum to be held in <br /> November, 1988. <br /> The Client shall: <br /> 1. Provide the Agency with all available information on hand including <br /> reports, news clips, budgets, minutes, and any other pertinent <br /> information necessary for the formulation of a citizen participation <br /> plan and public information pieces. <br /> 2. Provide a work station for IOR&C's representative. <br /> 3. Make payment in accordance with the payment section of this <br /> contract. <br /> The Agency shall: <br /> 1. Provide consultation on development of a process for adoption of <br /> the CIP, development of a bond package, and the citizen participation <br /> plan. <br /> 2. Provide support services for any components of the citizen <br /> participation program desired by the Citizens' committee in conjunction <br /> with the capital improvements program. <br /> - Payment Schedule: <br /> 1. The cost for consultation and support services will be $55.00 per <br /> hour, not to exceed $5,800. This will cover 105.5 hours of <br /> consultation. Payment will be due upon receipt of an invoice from the <br /> Contracting Agency. <br /> 2. Travel will be billed at 21 cents a mile.
