0 C S DIST 3SD
Orange Iountg *hoots
ZOO EAST KING STREET
HILLSBOROUGH, NORTH CAROLINA 27278
OFFICE OF THE SUPERINTENDENT (919) 732-8126
TO: DR. IRA TROLLINGER, ASSISTANT SUPERINTENDENT FOR INSTRUCTION
FROM: MABLE L. GORDON, DIRECTOR OF VOCATIONAL EDUCATION
DATE: MARCH 1, 1988
SUBJECT: PANTHER COURT PROJECT HOUSE DEVELOPMENT: STATUS OF MILLER ROAD, # 1555
Effective with the 1986-87 school year, we began construction of project houses
on the Panther Court sites on Miller Road. Because we are now spending two
years building each house, students will be working at this location through
the 1993-94 school year.
Safety of our students is always a prime consideration, and those of us involved
with project house activities are very concerned about the health of our students
because of dust generated by traffic on Miller Road. The following information
is pertinent to this situation:
1. Approximately 130 students will participate in the building of
each house, many of them on almost a daily basis during the
9-month instructional school year. These students cane from
carpentry, electricity, drafting, masonry, home economics,
agriculture, and introduction to trade and industrial education
classes. Eight teachers will be supervising these various classes.
2. Whenever a vehicle passes the Panther Court site, dust "rolls" in
clouds, coating everything in its path. Breathing this air consti-
tutes a respiratory health hazard. In addition, equipment used
at the site will deteriorate more rapidly, necessitating its
replacement at taxpayer's expense.
3. Traffic on Miller Road has increased greatly as a result of con-
struction, and indications are that this trend will continue as
additional development continues in this area.
4. Only 1.4 miles of Miller Road remain unpaved. The unpaved portion
begins at a point which is just north of the Orange High School
Road and Miller Road intersection, and continues-to -State Road No. 1554.
5. Miller Road is used as a school bus route as well as for rural mail
delivery. Six bus trips are made daily on this road.
6. The proximity of the Panther Court property to Orange High School
was a very important factor when we purchased the site. We cannot
