f <br /> 10 . The Contractor shall follow its normal policies <br /> relating to complaints and adjustments to bills for sanitary <br /> sewer services . Provided , however , payment of a statement under <br /> protest shall not prejudice the claim of the protestor in the <br /> event an error is discovered as provided in the System Rules and <br /> Regulations of the County. <br /> 11 . The County shall pay to the Contractor , upon <br /> receipt of an invoice , a one-time set-up fee of $100 .00 for the <br /> purpose of establishing a billing and collecting system for the <br /> System. <br /> 12 .
