151 <br /> NORTH CAROLINA <br /> ORANGE COUNTY <br /> SEWER BILLING AND COLLECTING AGREEMENT <br /> THIS AGREEMENT , made and entered into this day of <br /> , 1988 , by and between ORANGE COUNTY, NORTH CAROLINA <br /> hereinafter referred to as County , and ORANGE-ALAMANCE WATER <br /> SYSTEM, INC . , hereinafter referred to as Contractor: <br /> WITNESSETH: <br /> WHEREAS, the County is the owner of wastewater collec- <br /> tion and pumping facilities serving the Efland/Cheeks area of <br /> Orange County, hereinafter referred to as "the System; " and <br /> WHEREAS, the Contractor is a non profit corporation <br /> providing water service to customers in the same area of Orange <br /> County; and <br /> WHEREAS, the County and the Contractor are authorized <br /> by law to enter into agreements pertaining to the provision of <br /> water and wastewater facilities and services ; and <br /> WHEREAS, the County has requested the Contractor to <br /> perform billing and collecting services required by the County <br /> for its operation of the System; and <br /> WHEREAS, the Contractor has the ability to and is will- <br /> ing to perform these billing and collecting services pursuant to <br /> the terms and conditions of this agreement . <br /> NOW THEREFORE , for and in consideration of the mutual <br /> terms and agreements hereinafter set forth, the County and the <br /> Contractor do agree as follows : <br />
