10-20-87 BOCC Minutes • 121 6 1 were made when the -Efland Sewer Project was approved. The Board agreed 2 that the County will Participate in water/sewer projects. ' • The Board favored county financial participation in water/sewer h .,projects through a revolving fund. The County Attorney stated that such money could come from the general fund or an enterprise fund. It was decided that guidelines will need to be developed before 7 the budget is considered for next year. 8 Chair Marshall referred to a prior proposal of a revolving fund 9 for Economic Development being established with an allocation of $50, 000 10 each year for five years. The limit of participation in economic 11 development would be limited by the amount of money in the revolving fund. 12 Commissioner Halkiotis stressed the importance of the Board 13 getting involved in bringing meaningful economic development to the 14 County. High quality development can only enhance the tax base in Orange 15 County. 16 Commissioner Willhoit stated he favored an enterprise fund for 17 economic development with an amount to be determined at a later date. 18 Chair Marshall emphasized the importance of knowing what money 19 may be available so that a response can be made at the time a request is 20 received. 21 22 Geoffrey Gledhill expressed two concerns about the Efland Sewer �3 Project and noted that a decision needs to be made by the Board on these 24 two items: 25 (1) Whether or not the plans to develop the Efland Sewer Line are 26 consistent with the Land Use Plan, and 27 (2) whether or not the Board would be willing to do things to 2B expand the Efland line consistent with the plan that it would not �9 otherwise be willing to do, if it were new industry or being created in - - another industrial park in the County, because of the commitment to operate the system and perhaps someday desire not to have a fee arrangement. • 33 34 2 . MEMORANDUM OF UNDERSTANDING - ENO R7 ER STATE PARK 35 Maw,-vin Collins presented for consideration a proposed "Memorandum 36 of Understanding" between Orange County and the N. C. Division of Parks and 37 Recreation (NCDP&R) to address planning activities around Eno River State 38 Park. • _ 39 - - It was the consensus of the Board that the Manager and the 40 Planning .Director meet with Geoffrey Gledhill and Commissioner Hartwell 41 before they initiate discussions with NCDP&R as recommended by the 42 Planning Board. 43 .. - 44 4 .
