DEPARTMENT: PLANNING PUBLIC HEARING: ,X__Yes No <br /> ATTACHMENT(S) : INFORMATION CONTACT: Marvin Collins <br /> Proposed Ordinance Amendments <br /> Land Use Plan Amendment Procedures <br /> Article 20 (Amendments) -- Zoning Ordinance <br /> TELEPHONE NUMBERS: <br /> - 732-8181 <br /> Chapel Hill - 968-9251 <br /> Durham -- 688-7331 <br /> Mebane -- 227-2031 <br /> PURPOSE: To receive citizen comment on proposed amendments to Articles <br /> 2. 2. 12 - 2. 2. 14 (Comprehensive Plan) and Article 22 <br /> (Definitions) of the Zoning Ordinance. <br /> •CKGROUND: Existing references in the Zoning Ordinance refer to the <br /> Comprehensive Plan for the County as the Land Use Plan. While <br /> the Land Use Plan has served well as the County' s <br /> Comprehensive Plan, new issues are emerging which warrant <br /> special recognition, and study. Among the subjects which have <br /> received or are contemplated for such treatment are recreation <br /> and parks, open space, housing, utility services, and <br /> transportation. <br /> To recognize the special nature of such issues yet incorporate <br /> them as part of the Comprehensive Plan, a re--definition of the <br /> Plan is proposed. The Comprehensive Plan would consist of <br /> several documents or plans, each dealing with a specific <br /> element of physical development and each adopted by resolution <br /> as part of the Comprehensive Plan. Proposed elements would <br /> include land use (the current Land Use Plan) , recreation, <br /> transportation, housing, open space, economic development, <br /> services and facilities, and additional elements as needed. <br /> While the proposed amendments to Articles 2. 2. 12, 2. 2. 13, and <br /> 22 seek to re-define the nature and intent of the <br /> Comprehensive Plan, the proposed amendment to Article 2. 2. 14 <br /> would incorporate the Procedures for Amending the Land Use <br /> Plan (adopted November 1, 1982) into the Zoning Ordinance. The <br /> procedures have been altered only to address the Comprehensive <br /> . Plan rather than the Land Use Plan. <br /> RECOMMENDATION: The Planning Staff recommends approval of the proposed <br /> amendments. <br />
