The plan is organized into five <br /> major components, including the following : <br /> ( 1 ) Goals and Objectives <br /> (2) Current and Projected Factors Pertinent to Orange <br /> County <br /> (3 ) Analysis of Current. Recreation Programs and Park <br /> Facilities, Development of Recreation Standards, <br /> and Community Needs Assessment <br /> (4) Plan Proposals and Recommendations <br /> ( 5) Action Plan Implementation <br /> III Of particular importance are components 4 and 5 . <br /> Component 4 proposes a system of district and community parks <br /> and greenways for the County, along with a proposed time <br />
