policy resolution was prepared which <br /> emphasized the following points: <br /> 1. The preservation of the rural character of <br /> Orange County; <br /> 2 . The use of restrictive covenants to <br /> prevent further subdivision, thereby <br /> maintaining the approved density and <br /> decreasing the likelihood of NCDOT <br /> acceptance of roads for maintenance <br /> purposes; and <br /> 3. The use of design features for watershed <br /> protection, natural/historic areas <br /> preservation, and the retention of scenic <br /> view and natural vegetation. <br /> At its January 18, 1988 meeting, the Planning <br /> Board considered the recommendations of the <br /> two committees and adopted the proposed policy <br /> resolution. Subsequently, the Board of <br /> Commissioners adopted a similar resolution on <br /> February 1 and set February 22 as the public <br /> hearing date for the purpose of incorporating <br /> the provisions of the policy resolution into <br /> the Subdivision Regulations . If approved, the <br /> new provisions would be administered until a <br /> more detailed study of private road standards <br /> could be completed and additional amendments <br /> proposed. <br /> The Planning Staff recommends approval of the <br /> proposed amendments. <br /> Jacobs noted that the time frame for further <br /> consideration is envisioned as part of the <br /> transportation element of the Comprehensive <br /> Land Use Plan. <br /> Commissioner Hartwell noted that he preferred <br /> to see the lot count in the provisions. <br /> Chair Marshall noted that #2 in the proposed <br /> provisions is a more workable provision than <br /> the one indicating the number of lots. <br /> Hartwell agreed.
