30 <br /> (1) Section IV-B-3-c-8 - Access Restrictions <br /> The staff presentation was made by Eddie Kirk. <br /> This item is to receive citizen comment on <br /> proposed amendments to Section IV-B-3-c-8 <br /> (Access Restrictions) of the Subdivision <br /> Regulations. <br /> As land along major County highways develops, <br /> both the amount of traffic on such highways <br /> and the number of driveways increases. The <br /> result is increasing conflicts between <br /> vehicles turning into and exiting <br /> driveways and through traffic. The conflicts <br /> create safety problems and could lead to <br /> eventual widening of the highways as a means <br /> of resolving the problems . <br /> Increasing concerns about the effects of <br /> driveways on major highways in Orange County <br /> prompted the Planning Board to draft proposals <br /> which would strengthen access restrictions for <br /> parcels of land created during the subdivision <br /> review and approval process . During the <br /> process, the number and location of driveway <br /> locations could be controlled. Alternatively, <br /> lot configurations could be developed which <br /> require access to major highways other than <br /> through individual driveways . As examples, <br /> marginal access streets could be designed <br /> which funnel subdivision traffic to a common <br /> entrance/exit or access to a side street of <br /> lower classification (and away from major <br /> highways) could be required. <br /> The Planning Staff recommends approval of the <br /> proposed amendments. <br /> Vic Knight asked about a definition for major <br /> highways. Jacobs responded that this was <br /> included in Article IV--B-3-c-8 (street <br /> classified as arterial or collector) . in the <br /> Ann Joyner asked about the guidelines <br /> . Kirk <br /> reviewing of driveway applications. <br /> responded that the previous ordinance <br /> provision referring to heavily traveled street <br /> has been changed to a heavily traveled street <br /> classified as arterial or collector and <br /> basically "heavily traveled" would be a <br />
