27 <br /> 4. Comprehensive Plan Amendments <br /> a. Designation of Land Use Plan as the Land Use <br /> Element of the Comprehensive Plan <br /> The staff presentation was made by Gene Bell. <br /> This agenda item is to receive citizen comment <br /> on a proposed amendment to the Comprehensive <br /> Plan which would designate the Orange County <br /> Land Use Plan as the Land Use Element of the <br /> Comprehensive Plan. <br /> Existing references in the Zoning Ordinance <br /> refer to the Comprehensive Plan for the County <br /> as the Land Use Plan. While the Land Use Plan <br /> has served well as the County's Comprehensive <br /> Plan, new issues have emerged which warrant <br /> special recognition and study. Among the <br /> subjects which have received or are <br /> contemplated for such treatment are recreation <br /> and parks, open space, housing, utility <br /> services, and transportation. <br /> To recognize the special nature of such issues <br /> yet incorporate them as part of the <br /> Comprehensive Plan, a re-definition of the <br /> Plan has been proposed. The Comprehensive <br /> Plan would consist of several documents or <br /> plans, each dealing with a specific element of <br /> physical development and each adopted by <br /> resolution as part of the Comprehensive Plan. <br /> Proposed elements would include land use (the <br /> current Land Use Plan) , recreation, <br /> transportation, housing, open space, economic <br /> development, services and facilities, and <br /> additional elements as needed. <br /> Proposed amendments to Articles 2.2.12 of the <br /> Zoning Ordinance would re-define the purpose, <br /> intent, and method of adoption of the <br /> Comprehensive Plan. <br /> Article 2 .2 . 12 of the Zoning Ordinance, if <br /> amended, would provide that one element of the <br /> Comprehensive Plan be a Land Use Element which <br /> designates the general distribution, location, <br /> and extent of the uses of land for housing, <br /> business, industry, open space, education, <br /> public buildings and grounds, and other <br />
