17 <br /> Marshall noted that no distinction was made between the <br /> subdivision of land for family members and subdivision for <br /> sale to the general public. Ms . Hobgood continued with <br /> concerns regarding a recent subdivision of her family <br /> property and felt that unfair demands were made in the buffer <br /> requirements. She felt if this could be required on property <br /> that had been in her family since 1913, then land could be <br /> taken for greenways without the consent of the landowner. <br /> Nick Gregoris, Bingham Township resident, expressed concern <br /> that those willing to donate time or land and have taxes <br /> increased were not those already paying large amounts of <br /> property taxes . He also expressed concern with the cost of <br /> the study prepared for the Master Parks & Recreation Plan. <br /> He continued that he felt it would be more appropriate to <br /> charge a user fee and let those desiring to use parks and <br /> recreation areas pay their way. He also expressed concern <br /> that per capita and per taxpayer are not the same thing and <br /> that taxpayers are providing services for non-taxpayers. Mr. <br /> Gregoris expressed concern with easements already on his <br /> property for utilities and indicated he did not buy the <br /> property he owns to provide recreation for the general <br /> public. <br /> Thomas Smith, Bingham Township resident, expressed concern <br /> that security would be provided for the greenways. He noted <br /> previous problems with service from Orange County Sheriff's <br /> Department and expressed the fear that vandalism would occur <br /> that would not be repaired. He concluded asking if the <br /> Commissioners would fight for those citizens against the <br /> greenways as much as they were fighting for the greenways . <br /> Chair Marshall responded that the process is to refer this <br /> issue back to the Planning Board and the Planning Board will <br /> prepare a recommendation. The Commissioners will review the <br /> Planning Board recommendations and those comments received at <br /> the public hearings. Ms. Marshall noted that no one is <br /> "fighting" ; a public hearing is simply being held on a <br /> proposed plan. <br /> Edna Smith expressed a complaint with the Orange County <br /> Sheriff's Department. Chair Marshall asked that County <br /> Manager, John Link, followup this complaint. <br /> Olivia Perelli, Cedar Grove Township, asked how the greenways <br /> would be built, but yet preserve the natural habitat and <br /> protect against litter and abuse. She felt these are only a <br /> few reasons why the greenways will not work. Chair Marshall <br /> responded that the greenways would be developed as the area <br /> becomes urbanized and recreational facilities are needed. <br /> Ms. Perelli expressed concern that the confined park areas <br /> are not utilized but yet are not maintained and kept clean. <br />
