L r <br /> NOTICE OF CONCERN <br /> TO THE <br /> ORANGE COUNTY BOARD OF <br /> COMMISSIONERS <br /> ORANGE COUNTY RECREATION <br /> RND P(j] KS DEPARTMENT <br /> ORANGE COUNTY PLJjNNING <br /> DEPARTMENT <br /> BY THE <br /> CITIZENS OF RURAL ORANGE <br /> COUNTY <br /> We, the citizens of rural Orange County. have reviewed your <br /> Master Recreation and Parks Plan. We find the proposed pireenwav <br /> Elan completely unacceptable, on the basis of these fundamental <br /> principles: <br /> Rights of property owners are being violated <br /> Confiscation of property without due process <br /> Invasion of privacy <br /> Endangering the security of homes and families. <br /> The plan is unacceptable and cannot be made acceptable. It <br /> is an idealistic solution in search of a problem which does not <br /> exist. The practical issues of concern which make the plan <br /> unacceptable and unworkable are: <br /> -The Greenway Plan would result in the government and <br /> bureaucracy of Orange County having supreme control over All of <br /> rural Orange County at the expense and detriment of the citizens. <br /> -Funds would be obtained by raising real and personal <br /> property taxes and hence place an intolerable burden on property <br /> owners. All this for the "privilege" of having their land <br /> confiscated. <br /> -The overall cost of the program would exceed the <br /> ability of Orange County to pay the citizens involved for their <br /> land. <br /> -A need has not and cannot be justified. <br /> -The security of homes mnd property cannot be secured. <br /> -vandalism will be promoted. <br />
