Si I <br /> 63 <br /> PROPOSED ORDINANCE AMENDMENT <br /> i <br /> ORDINANCE: Subdivision Regulations <br /> REFERENCE: Section IV-B-3-d (Private Roads) <br /> ORIGIN OF AMENDMENT: _X _ Staff _ Planning Boardd_ BOCC <br /> Other : <br /> STAFF PRIORITY RECOMMENDATION: X High —_ Middle <br /> Comment: Low <br /> EXPECTED PUBLIC HEARING DATE: .February 22, 1988 <br /> ****************************************** <br /> PURPOSE OF AMENDMENT: To incorporate standards for <br /> determining situations in which <br /> private roads will be permitted in <br /> subdivisions. <br /> IMPACTS/ ISSUES : Recent events involving the <br /> interpretation of the private road <br /> standards contained in Section IV-B 3-d <br /> of the Subdivision Regulations have <br /> indicated a need to insure consistency <br /> of application . <br /> On December 9, 1987, the Transportation <br /> Advisory Committee met with the <br /> Ordinance Review Committee to discuss <br /> the private road standards. Both groups <br /> agreed that an interim policy regarding <br /> the interpretation and application of <br /> the standards was needed until a <br /> detailed study could be completed and <br /> revisions prepared . <br /> A draft policy resolution was prepared <br /> which contained the major points <br /> identified by the two Committees at the <br /> December 9 meeting. Emphasis was placed <br /> on the preservation of the rural <br /> character of Orange County; the use of <br /> restrictive covenants to prevent further <br /> subdivision, thereby maintaining the <br /> approved density and decreasing the <br /> likelihood of NCDOT acceptance of roads <br /> for maintenance purposes; and the use of <br /> design features for watershed <br />. protection, natural/historic areas <br /> preservation, and the retention of <br /> scenic views and natural vegetation. <br /> At its January 18, 1988 meeting, the <br /> Planning Board approved the policy <br /> resolution and recommended that the <br />
