PROPOSED SUBDIVISION REGULATIONS TEXT AMENDMENTS <br /> (SECTION IB-B-3-d - PRIVATE ROADS) <br /> DEPARTMENT: PLANNING PUBLIC HEARING: _X__Yes No <br /> ATTACHMENT(S) : INFORMATION CONTACT: Marvin Collins <br /> Proposed Amendments <br /> Commissioners 4-1-88 Resolution <br /> TELEPHONE NUMBERS: <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-9251 <br /> Durham - 688-7331 <br /> Mebane - 227-2031 <br /> PURPOSE: To receive citizen comment on proposed amendments to Section <br /> IV-B-3-d (Private Roads) of the Subdivision Regulations. <br /> BACKGROUND: Recent events involving the interpretation of the private <br /> road standards contained in Section IV-B-3--d of the <br /> Subdivision Regulations have indicated a need to insure <br /> consistency of application. <br /> On December 9, 1987, the Transportation Advisory Subcommittee <br /> met with the Ordinance Review Committee of the Planning Board <br /> for the purpose of discussing the private road standards. <br /> Based on the discussion, a draft policy resolution was <br /> prepared which emphasized the following points: <br /> 1. The preservation of the rural character of Orange <br /> County; <br /> 4. The use of restrictive covenants to prevent further <br /> subdivision, thereby maintaining the approved density and <br /> decreasing the likelihood of NCDOT acceptance of roads <br /> for maintenance purposes; and <br /> 3. The use of design features for watershed protection, <br /> natural/historic areas preservation, and the retention of <br /> scenic views and natural vegetation. <br /> At its January 18, 1988 meeting, the Planning Board considered <br /> the recommendations of the two committees and adopted the <br /> proposed policy resolution. Subsequently, the Board of <br /> Commissioners adapted a similar resolution on February 1 and <br /> set February 22 as the public hearing date for the purpose of <br /> incorporating the provisions of the policy resolution into the <br /> Subdivision Regulations.
