BACKGROUND: Recent events involving the interpretation of the private road standards contained in Section IV-B-3--d of the Subdivision Regulations have indicated a need to insure consistency of application. On December 9, 1987, the Transportation Advisory Subcommittee met with the Ordinance Review Committee of the Planning Board for the purpose of discussing the private road standards. Based on the discussion, a draft policy resolution was prepared which emphasized the following points: 1. The preservation of the rural character of Orange County; 4. The use of restrictive covenants to prevent further subdivision, thereby maintaining the approved density and decreasing the likelihood of NCDOT acceptance of roads for maintenance purposes; and 3. The use of design features for watershed protection, natural/historic areas preservation, and the retention of scenic views and natural vegetation. At its January 18, 1988 meeting, the Planning Board considered the recommendations of the two committees and adopted the proposed policy resolution. Subsequently, the Board of Commissioners adapted a similar resolution on February 1 and set February 22 as the public hearing date for the purpose of incorporating the provisions of the policy resolution into the Subdivision Regulations.
