While <br /> the Land Use Plan has served well as the County' s <br /> Comprehensive Plan, new issues have emerged which warrant <br /> special recognition and study. Among the subjects which have <br /> received or are contemplated for such treatment are recreation <br /> and parks, open space, housing, utility services, and <br /> transportation. <br /> To recognize the special nature of such issues yet incorporate <br /> them as part of the Comprehensive Plan, a re-definition of the <br /> Plan has been proposed. The Comprehensive Plan would consist <br /> of several documents or plans, each dealing with a specific <br /> element of physical development and each adopted by resolution <br /> as part of the Comprehensive Plan. Proposed elements would <br /> include land use (the current Land Use Plan) , recreation, <br /> transportation, housing, open space, economic development, <br /> services and facilities, and additional elements as needed. <br /> Proposed amendments to Articles 2. 2. 12 through 2. 2. 14 of the <br /> Zoning Ordinance would re-define the purpose, intent, and <br /> method of adopt ion of the Comprehensive Plan. <br /> Article 2. 6. 12 of the Zoning Ordinance, if amended, would <br /> provide that one element of the Comprehensive Plan be a Land <br /> Use Element which designates the general distribution, <br /> location, and extent of the uses of land for housing, <br />• business, industry, open space, education, public buildings <br /> and grounds, and other categories of public and private uses. <br /> ses. <br />
