059 <br /> CONTRACT BETWEEN <br /> INDEPENDENT OPINION RESEARCH & COMMUNICATIONS, INC. <br /> AND <br /> ORANGE COUNTY <br /> This contract is made and entered into the 16th day of <br /> February, 1988 by and between Independent Opinion Research & <br /> Communications, Inc. located at 530 Causeway Drive, <br /> Wrightsville Beach, N.C. herein referred to as Contracting <br /> Agency, and Orange County Board of Commissioners, located at <br /> 109 Court Street, Hillsborough, N.C. , herein referred to as <br /> Client. The parties agree to a binding contract for the <br /> purpose of consultation on the process of the adoption of a <br /> Capital Improvements Program and the resulting bond package <br /> and referendum to be held in November, 1988. <br /> The Client shall: <br /> 1. Provide the Agency with all available information <br /> on hand including reports, news clips, budgets, <br /> minutes, and any other pertinent information <br /> necessary for the formulation of a citizen partici- <br /> pation plan and public information pieces. <br /> 2 . Provide a work station for IOR&C's representative. <br /> 3 . Make payment in accordance with the payment section <br /> of this contract. <br /> The Agency shall: <br /> 1. Provide consultation in accordance with the pro- <br /> posal submitted to the Commissioners, on develop- <br /> ment of a process for adoption of the CIP, develop- <br /> ment of a bond package and the citizen <br /> participation plan. <br /> 2 . Provide staffing and support services for any <br /> components of the citizen participation program <br /> desired by the Citizens' committee in conjunction <br /> with the capital improvements program. <br /> 3 . Prepare questionnaire and consult with citizen <br /> group who will actually conduct the telephone <br /> survey. <br /> Payment schedule: <br /> 1. The cost for consultation will be $55 per hour, not <br /> to exceed $5,800 for the term of the contract. <br /> 2 . The cost of designing a telephone survey question- <br /> naire and to consult with the citizen group who <br /> will make calls not to exceed $1,000. <br />
