059 CONTRACT BETWEEN INDEPENDENT OPINION RESEARCH & COMMUNICATIONS, INC. AND ORANGE COUNTY This contract is made and entered into the 16th day of February, 1988 by and between Independent Opinion Research & Communications, Inc. located at 530 Causeway Drive, Wrightsville Beach, N.C. herein referred to as Contracting Agency, and Orange County Board of Commissioners, located at 109 Court Street, Hillsborough, N.C. , herein referred to as Client. The parties agree to a binding contract for the purpose of consultation on the process of the adoption of a Capital Improvements Program and the resulting bond package and referendum to be held in November, 1988. The Client shall: 1. Provide the Agency with all available information on hand including reports, news clips, budgets, minutes, and any other pertinent information necessary for the formulation of a citizen partici- pation plan and public information pieces. 2 . Provide a work station for IOR&C's representative. 3 . Make payment in accordance with the payment section of this contract. The Agency shall: 1. Provide consultation in accordance with the pro- posal submitted to the Commissioners, on develop- ment of a process for adoption of the CIP, develop- ment of a bond package and the citizen participation plan. 2 . Provide staffing and support services for any components of the citizen participation program desired by the Citizens' committee in conjunction with the capital improvements program. 3 . Prepare questionnaire and consult with citizen group who will actually conduct the telephone survey. Payment schedule: 1. The cost for consultation will be $55 per hour, not to exceed $5,800 for the term of the contract. 2 . The cost of designing a telephone survey question- naire and to consult with the citizen group who will make calls not to exceed $1,000.
