ENO RIVER STATE PARK MEMORANDUM OF UNDERSTANDING <br /> Planner Gene Bell explained that a meeting was held last summer <br /> between the Planning Staff and the North Carolina Division of Parks and <br /> Recreation relative to the County's planning policies and efforts for the <br /> Eno State Park. There was a desire for coordination of planning efforts <br /> and in that regard the State suggested the County enter a memorandum of <br /> understanding which would state the County's and the State's goals for <br /> that area. After several meetings, it was determine that since the <br /> County is doing basically what the State wants done in that area that a <br /> letter of support would be sufficient. Bell briefly outlined the seven <br /> points as contained in the letter. <br /> Stewart Barbour asked that this item be deferred to allow him <br /> sufficient time to review the letter. He made reference to a public <br /> hearing held in 1982 on the RC&D Plan and asked that two policy statements <br /> which have received Board approval be included in the letter of support. <br /> Chair Marshall noted that the Board needs to decide if it will <br /> consider the policy approved by a previous Board as policy or if the Board <br /> considers all the land use decisions that have been approved since that <br /> time as representing present policy. <br /> Discussion ensued and it was decided to table this item to allow <br /> Mr. Barbour additional time to prepare comments on this item. This item <br /> will be placed on the March 1, 1988 agenda for further consideration. <br /> 11. DISPUTE SETTLEMENT CENTER FUNDING REQUEST <br /> Mr. Buckwalter presented information to the Board on a new project <br /> of the Dispute Settlement Center called Community Penalties Program. The <br /> program is one which diverts non-violent prison bound offenders from <br /> prison into a program of restitution and rehabilitation. The state <br /> provides 90% of the grant money with 10% coming from local match. The <br /> Dispute Settlement Center requests $1,500. <br /> Motion was made by Commissioner Carey, seconded by Chair Marshall <br /> to approve an expenditure of $1,500 to be funded from Contingency. <br /> VOTE: UNANIMOUS. <br /> 12 . AIRPORT PLANNING/ENGINEERING CONTRACT, AND FUNDING APPLICATION <br /> Purchasing Director Pam Jones distributed copies of the contract <br /> to the Board. She referred to the level of participation and stated that <br /> if the Board decides to go with a lower level of participation that the <br /> engineer has agreed to cut the cost estimate accordingly. <br /> Motion was made by Commissioner Hartwell, seconded by Commissioner <br /> Carey to approve the planning/engineering contract in substance with <br /> Wilbur Smith and Associates, contingent upon approval of contracts by <br /> State and FAA and upon funding by State, Federal and local sources; and <br /> authorize the Chair to sign funding applications for the planning phase of <br /> the Orange County Airport project, North Carolina Department of Transpor- <br /> tation, Aviation Division a total of $45,787.50 for Phase I; and Federal <br /> Aeronautics Administration a total of $139, 644. (Corrected Amount) <br /> VOTE: UNANIMOUS. <br /> 13. COMPUTER ACCESS TO LAND RECORDS SYSTEM <br /> Lands Record Manager Roscoe Reeve presented for consideration of <br /> approval a subscription and fee schedule for allowing telephone access to <br /> the Land Records System by private firms and individuals. <br /> Reeve explained the service and asked that the following proposal <br /> be approved. <br /> 1. Subscription Fee - $200. 00 until March 15, 1988 and $300.00 <br />
