3 <br /> WHEREAS, it is the consensus of this Board <br /> drtthat <br /> chathe <br /> eeregulations <br /> adopted following the Gorgas spray incident need <br /> NOW THEREFORE BE IT RESOLVED BY THE ORANGE COUNTY BOARD OF <br /> COMMISSIONERS: <br /> Section 1. That the North Carolina Pesticide Board is requested to <br /> and <br /> consider adoption of regul�t�oonswhich <br /> enlarged theepublic <br /> prior notification, in order provide <br /> health and the environment; and, <br /> Section 2. That our delegation to the North Carolina General Assembly <br /> support a Legislative Study Committee on pesticide use and administration; <br /> and, <br /> Section 3. That our delegation to the North Carolina General Assembly <br /> consider transfer of the administration and enforcement of pesticide <br /> regulations to an environmental or health-based agency, increased public <br /> representation on the Pesticide Board, and other measures to strengthen <br /> the North Carolina Pesticide Law; and, <br /> Section 4. That the Governor of. North Carolina is requested to <br /> increase the effective public representation on the Pesticide Board <br /> through his power of appointment; and, <br /> Section 5. That our delegation to the United States Congress is <br /> requested to implement needed reforms of the Federal Pesticide Law (FIFRA) <br /> which would require the reregistration of inadequately tested pesticides, <br /> reduce groundwater contamination, and generally strengthen protection of <br /> the public health and the environment. <br /> Section 6. That certified copies of this Resolution shall be <br /> forwarded to the Governor, the Congressman from the 4th Congressional <br /> District, our U.S. Senators, all members of our delegation to the North <br /> Carolina General Assembly from the 24th Representative District and the <br /> 16th Senatorial District, the North Carolina Department of Agriculture and <br /> the North Carolina Pesticide Board. <br /> VOTE: UNANIMOUS. <br /> E. REPORTS <br /> 1. RECOMMENDED THOROUGHFARE PLAN FOR THE DURHAM-CHAPEL HILL CARRBORO <br /> URBAN AREA <br /> Mr. Ed Johnson from the Thoroughfare Plan Study Group was present <br /> to answer questions. He stated that a public hearing will be held on the <br /> plan on March 24 at Culbreth Junior High School and the plan will be <br /> presented in detail at that time. At the conclusion of the public <br /> hearings, l the as an revised toe the Board <br /> and a final plan, <br /> in May. <br /> After further discussion, it was agreed that Mr. Ed Johnson would <br /> meet with the County Manager, the Planning Director and the Transportation <br /> Study Committee of the Planning Board to get input into the Orange County <br /> components of the Plan. The deadline for bringing this report back to the <br /> Board was set for April 4. <br /> Frank Princiotta stated that the Property Owners Association in <br /> the Stoneridge and Sedgefield communities passed a resolution against the <br /> plan that upgrades Whitfield Road into a major thoroughfare. He stated it <br /> would split the community and lead to unacceptable noise and air <br /> pollution. <br />
