RESOLUTION <br /> WHEREAS an aerial spray incident in Chatham County i 1982 continues <br /> to cause apprehension among the residents of the Gorgas Community for their <br /> health; and, <br /> WHEREAS, the Board is of the opinion that existing safeguards do not <br /> adequately protect the public; and <br /> WHEREAS, the current state of pesticide regulation and enforcement may <br /> not adequately protect the public health and the natural environment; and, <br /> WHEREAS, it is the consensus of this Board that the regulations adopted <br /> following the Gorgas spray incident need further changes, <br /> NOW THEREFORE BE IT RESOLVED BY THE CHATHAM COUNTY BOARD OF COMMISSIONERS: i <br /> 1 <br /> Section 1 . That the North Carolina Pesticide Board is requested to <br /> consider adoption of regulations which require enlarged buffer zones, and <br /> prior notification, in order to provide necessary protection of the public <br /> health and the environment; and, <br /> Section 2. That our delegation to the North Carolina General Assembly <br /> support a Legislative Study Committee pesticide use and administration; <br /> and, <br /> I <br /> Section 3. That our delegation to the North Carolina General Assembly <br /> consider transfer of the administration and enforcement of pesticide regulations <br /> to an environmental or health-based agency, increased public representation <br /> on the Pesticide Board, and other measures to strengthen the North Carolina <br /> Pesticide Law; and, <br /> Section 4. That the Governor of North Carolina is requested to increase <br /> the effective public representation on the Pesticide Board through his power <br /> of appointment; and, <br /> Section 5. That our delegation to the United States Congress is requested <br /> to needed reforms of the Federal Pesticide Law (FIFRA) which would require <br /> the reregistration of inadequately • tested pesticides, reduce groundwater <br /> contamination, and generally strengthen. protection of the public health and <br /> the environment. <br /> Section 6. That certified copies of this Resolution shall be forwarded <br /> to the Governor, the Congressman from the 4th Congressional District, our <br /> U.S. Senators, all members of our delegation to the North Carolina General <br /> Assembly from the 24th Representative District and the 16th Senatorial District, <br /> the North Carolina Department of Agriculture and the North Carolina Pesticide <br /> Board. <br /> Chai rfnan Board of ommi ssi hers <br /> Chatham County, North Carolina <br /> Attest: <br /> Clerk to the Board <br />
