probable cost, potential impact of transit and paratransit utilization, and stated <br /> growth management goals of the various local governments. Based on these ana- <br /> lyses, the study team formulated a recommended Thoroughfare Plan for presentation <br /> to the to the elected policy boards on January 28, 1988. <br /> After the recommended Plan has been presented to the boards and comments <br /> received, a series of public hearings will be held throughout the planning area <br /> between February and May. In order to keep the hearings manageable, assure that <br /> there is ample opportunity for public input, and focus each hearing on concerns in <br /> one general area, the planning area will be divided into four quadrants and one or <br /> more public hearings will be held in each quadrant. If some areas move forward in <br /> the process faster than others, the plans for each quadrant could be adopted <br /> separately if necessary. The four areas are: <br /> (1) SOUTHWEST - This area includes Chapel Hill, Carrboro, southwest Durham, <br /> southern Orange and northern Chatham Counties. <br /> (2) SOUTHEAST - This area encompasses southeast Durham including the <br /> Research Triangle Park and the Raleigh-Durham Airport area. <br /> (3) NORTHEAST - This area includes northeast Durham, Treyburn, and the <br /> Little River, Lake Michie, and Falls of the Neuse watersheds. <br /> (4) NORTHWEST - This area encompasses northwest Durham and central Orange <br /> County including the Eno River Parks and Hillsborough. <br /> One or more public hearings will be held in each area to present the recommended <br /> plan and receive citizen input. Comments from citizens and the various governing <br /> boards will then be reviewed and alternatives and their impacts evaluated. <br /> If no major problems are identified during the public hearing process, a final <br /> recommended Thoroughfare Plan will then be presented to the governing boards for <br /> adoption sometime in June. ' Depending on the comments and perceived problems, the <br /> final recommended Thoroughfare Plan for each quadrant may be submitted for <br /> adoption separately. If separate adoption is necessary, the study team recommends <br /> that this be done in the order listed above, since this is the order of urgency for <br /> having an adopted plan to guide imminent development. The purpose of adopting the . <br /> plan in segments, if necessary, is twofold. One reason is a compelling need to have <br /> an adopted plan in areas under active development where we do not currently have <br /> one, most notably the I-40 corridor and the RTP/Airport area. The second reason <br /> is to avoid the possibility of having adoption of the entire plan held up by <br /> controversy on one particular proposed facility. It is recognized that adoption of <br /> the plans for the quadrants separately is only possible if the controversial <br /> facility or its potential replacement do not cross quadrant boundaries. <br /> After all segments of the plan are adopted on the local level, the entire plan will <br /> be submitted to the N.C.
