176
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action A w
Item No. 6/
ACTION AGENDA ITEM ABSTRACT
Meeting Date: FEBRUARY 16, 1988
SUBJECT: PROS AND CONS OF OWASA BECOMING MORE INVOLVED IN THE OWNERSHIP
AND OPERATION OF SMALL COMMUNITY SYSTEMS
DEPARTMENT: BOARD OF COMMISSIONERS PUBLIC HEARING: Yes X No
ATTACHMENT(S) : INFORMATION CONTACT:
SHIRL MARSHALL, X505
NONE TELEPHONE NUMBER:
Hillsborough - 732-8181
Chapel Hill - 968-4501
Mebane - 227-2031
Durham - 688-7331
BACKGROUND: OWASA requested that Orange County convene a group to study
the pros and cons of OWASA becoming more involved in the
ownership and operation of small community systems. The Board
agreed to do so if OWASA would provide the technical assis-
tance.
Mayors Howes, Kinnaird and I have discussed the issue and feel
that this is, finally, a decision that belongs with the OWASA
Board. We suggest that the technical administrators meet with
the Chapel Hill, Carrboro and Orange County Planning Board
Chairs and Planning Directors to define the pros as well as
the cons and to make recommendations back to the Water Subcom-
mittee of the newly proposed General Assembly of Orange County
elected officials if approved and constituted. Otherwise, the
report should be to the several jurisdictions.
RECOMMENDATION(S) :
Approve.
