Memo of Understanding--Eno River State Park <br /> Presentation by Gene Bell . <br /> This item is to consider a proposed letter of <br /> support relative to current and proposed <br /> planning and zoning policies concerning the <br /> Eno River State Park. <br /> Discussion last summer with personnel from the <br /> North Carolina Division of Parks and <br /> Recreations ( NCDPR) relative to the proposed <br /> Durham-Hillsborough water line and potential <br /> impacts on Eno River State Park highlighted <br /> the need for greater coordination of State and <br /> local planning efforts. The State proposed a <br /> Memorandum of Understanding ( MOU) to address <br /> such concerns and provided a copy of such an <br /> agreement with the City of Raleigh. The MOU <br /> with Raleigh dealt with Umstead State Park and <br /> City annexation and zoning plans. <br /> A proposed MOU between Orange County and NCDPR <br /> was discussed at Planning Board meetings on <br /> September 21 and October 13, 1987 . A <br /> recommendation that the County begin <br /> discussions with NCDPR along with a draft MOU <br /> was forwarded to the Commissioners for <br /> consideration at their meeting on October 20, <br /> 1987 . At that meeting, the County <br /> Commissioners directed the Administrative <br /> Staff to meet with Commissioner Hartwell <br /> before discussions were initiated with NCDPR. <br /> On January 12, 1988 a meeting was held to <br /> discuss the draft MOU . The meeting was <br /> attended by County Commissioner John Hartwell , <br /> County Attorney Geoffrey Gledhill , Interim <br /> County Manager Albert Kittrell , and Planner <br /> Gene Bell . The net result of the meeting was <br /> concern that, in entering into the MOU pro- <br /> posal , the County could be contracting away <br /> its legislative authority. <br /> Since greater coordination of planning efforts <br /> between NCDPR and the County was the original <br /> intent of the MOU, it was the general <br /> consensus of those at the meeting that a <br />
