Box 27687 Raleigh, North Carolina 27611 -7687 Dear Dr. Davis: The Orange County Board of Commissioners discussed a proposed memorandum of understanding on October 20, 1987 . In a follow-up meeting of County staff on January 12, 1988, the County Attorney expressed concerns about entering into a memorandum of understanding based on the Raleigh example. In lieu of such a memorandum and the additional time required to produce one, the County Commissioners have elected to send this letter which highlights the County ' s position relative to Eno River State Park as follows : ( 1 ) The Orange County Board of Commissioners, on May 18, 1976 , adopted a Policy Statement on the Eno River in response to a Task Force report dated March 13, 1976 . Since then, the County has updated that policy statement in the form of its Comprehensive Land Use Plan. (2) The Orange County Commissioners are knowledgeable of the 1979 Ms"1. fgt PiAn fQt Eno Rligr 1tA#Q Park and will consult it as appropriate in land use decisions and recommendations having a potential impact on the park ; (3) The County respects the State' s desires to maintain low density, non- intensive land uses around the park ' s periphery. Goals, policies, and land use designations in the adopted Qtangg County Lanst Use Plan are consistent with these desires as is the County ' s application of zoning in the area; (4) Consistent with the State' s desires, the County would be willing to consider a petition from the State for rezoning of Eno River State Park lands to Public Interest District;
