VOTE: Unanimous. AGENDA ITEM t9: SPECIAL TOPIC - MEMORANDUM OF UNDERSTANDING N.C. DIVISION OF PARKS AND RECREATION Presentation by Gene Bell. This item is for the consideration of a proposed "Memorandum of Understanding" between Orange County and the N.C. Division of Parks and Recreation (NCDP&R) . Discussions with NCDP&R personnel relative to the Durham/Hillsborough water line and poten- tial development impacts on Eno River State Park highlighted the need for greater coordi- nation of State and local planning efforts. The State proposed a Memorandum of Under- standing to address such concerns and provided a copy of such an agreement with the City of Raleigh. (Attachment on pages 2S--a Ca of these minutes) . Such an agreement is warranted, since work on updating the Hillsborough/Eno component of the Land Use Plan is scheduled to begin in October. The Planning Staff recommends that the County begin discussions with the (NCDP&R) relative to the coordination of planning efforts and adoption of the "Memorandum of Understandirr" as related to the Eno River State Park. Prior to the initiation of such discussions, the Planning Staff would like to obtain . Planning Board comment on the City of Raleigh agreement and what, if any, additional issues should be addressed in a similar agreement with Orange County. An agreement may then be drafted, discussed with NCDPR representatives, and presented to the Planning Board at its October 13 . 1987 long-range planning meeting.
