The MOU with Raleigh dealt <br /> with Umstead State Park and City annexation and zoning <br /> plans. <br /> A proposed MOU between Orange County and NCDPR was discussed <br /> at Planning Board meetings on September 21 and October 13 , <br /> 1987 . A recommendation that the County begin discussions <br /> with NCDPR along with a draft MOU was forwarded to the <br /> Commissioners for consideration at their meeting on October <br /> 20, 1987 . At that meeting, the County Commissioners <br /> directed the Administrative Staff to meet with Commissioner <br /> Hartwell before discussions were initiated with NCDPR. <br /> On January 12, 1988 a meeting was held to discuss the draft <br /> MOU. The meeting was attended by County Commissioner John <br /> Hartwell , County Attorney Geoffrey Gledhill , Interim County <br />
