136 <br /> Commissioner HALKIOTIS provided comment as to Board sentiment regarding the CIP, <br /> the Master Recreation & Parks Plan, and the Schools' requests. <br /> BLACK asked members if they would approve the concept of: <br /> 60' minimum width for natural conservation areas. It was also decided to omit last <br /> paragraph dealing with natural conservation areas becoming recreational trails at a <br /> later date. All present voted yes. BLACK will poll members not present. <br /> BLACK asked that members be visible between now and February in support of the <br /> Master Park Plan. <br /> Dave Swanson then •gave a summary of what Durham County is doing as far as their <br /> open space study is concerned. He said Orange County is more advanced in scope <br /> than Durham County. Durham County has inventoried all open space sites and he <br /> encouraged Orange County to review Durham County's progress as Orange County is <br /> about to undertake an open space study of its own. <br /> BLACK - asked how Durham County is dealing with Duke Forest properties? Swanson <br /> responded that due to the study being in such an early stage, he is unable to <br /> answer that question. <br /> Member SMUDSKI stated that the overlay maps used to position the greenways was well <br /> done. Member HALKIOTIS stated that we need to think "multi-purpose" development <br /> (livestock market/Recreation component combination, for instance. ) <br /> Chair PARKER announced that the annual RPAC Retreat would be held on February 27, <br /> 1988 - 9:00 am - 6:00 pm; Social hour - 6:00 - 7:00 pm; and Dinner from 7:00 - 8:30 <br /> pm at the Cane Creek Hunting Lodge. <br /> PARKER stated that she had accompanied BLACK to the Board of Education meeting to <br /> make the presentation for the Master Park Plan. The presentation outlined those <br /> areas where the Plan "touched" the schools. <br /> Liaison MURRELL reported that due to holidays, activities had slowed. She said <br /> there had been a public hearing on open space with basically no opposition. <br /> BLACK reported that WARD and PARKER had responded by letter to the editor of the <br /> News of Orange concerning article on Master Park Plan. <br /> Member SMUDSKI thanked the staff and director of the - Recreation and Parks <br /> Department for all their help with the Christmas Parade. SMUDSKI said there would <br /> be a parade critique on February 13 and invited all to attend to make comments. <br /> Director BLACK reported that she had asked a graduate student group from UNC to <br /> outline a strategy for the recreation and parks portion of the bond package as a <br /> class project. BLACK ..also reported that a large limb had felled and done major <br /> damage to some playground equipment at Fairview Park. The area has .been'curtained <br /> off so kids cannot play on damaged equipment. Later in the week a limb also fell- - <br /> . and slightly injured an employee of the Park. Member BURGER asked to be put on the <br /> February agenda to speak on Park maintenance. <br /> Director BLACK then presented Chestnut Oaks for courtesy review. She said that <br /> acceptance of the denoted dedication of land was not recommended in that it did not <br /> fit into the Master Plan. Council recommended that it be designated as private but <br /> maintained -for - quasi-public usage. Council agreed that payment-in-lieu was not _ <br /> appropriate in that Habitat for Humanity was furthering 'low and moderate-income <br /> housing efforts -- efforts that the BOCC support so strongly. <br /> Chair PARKER then adjourned the meeting at 10:15 pm. <br /> Respectfully g 'tied, <br /> Reviewed by: Patricia B.
