The area proposed for dedication to Orange <br /> County for public recreation and park purposes is not . recommended for <br /> acceptance because of its size, location and anticipated cost of maintenance. <br /> The Council discussed the dilemma created by not accepting the property -- <br /> namely, the requirement of payment-in-lieu of that dedication that would then <br /> be required by ordinance. The intent of the Council's recommendation that the <br /> recreation space be developed by the Homeowners' Association for not only <br /> their own use, but that of other (public) patrons as well, was to ensure that <br /> the developers would be contributing to the provision of public recreational <br /> opportunities. <br /> The Council is committed as is the Board of County Commissioners, to <br /> supporting low and modern-income housing efforts. The Council does not feel <br /> that Habitat for Humanity should be assessed the payment-in-lieu of dedication <br /> if they manage or maintain the recreation area for public use.
