130 written response which indicated that their <br /> standard comments regarding individual septic <br /> tanks and sedimentation and erosion control <br /> would apply to the preliminary plan of Chestnut <br /> Oaks. <br /> 1 . A dual absorption field system should be <br /> required to be installed at the time each <br /> lot is developed ( alternating use between <br /> the two fields on a regular basis) , with an <br /> additional back-up field area also being <br /> required. Supporting information on this <br /> approach is enclosed for your <br /> consideration. OWASA staff recognizes that <br /> this will result in increased construction <br /> costs and greater initial clearing for the <br /> system installation; however, the long-term <br /> benefits to water quality, public health <br /> and future owners of the property should <br /> offset these costs. <br /> 2. The primary and backup septic tank system <br /> sites identified and approved by the Orange <br /> County Health Department should be clearly <br /> designated on the plats and deed/survey for <br /> each lot. These sites must be required to <br /> remain undisturbed and reserved by present <br /> and future owners for such use. OWASA has <br /> been informed of one reported case where a <br /> reserve site identified by the Health <br /> Department was rendered unusable due to <br /> construction of improvements after the <br /> initial residence had been completed. <br /> OWASA expressed concern with long term <br /> maintenance of the proposed community water <br /> system. Consequently, the suggestion was made <br /> by OWASA staff that the system be designed and <br /> constructed in a way that would facilitate its <br /> use in the future if public water lines are <br /> ever extended to serve that area. <br /> The County is restricted to the requirements of <br /> the Health Department and the N. C. Division of <br /> Environmental Management insofar as septic tank <br /> fields are concerned. There are no provisions <br /> in either the Zoning Ordinance or the <br /> Subdivision Regulations which would permit the <br /> inclusion of OWASA1s comments as conditions of <br /> approval . County policy regarding the extension <br /> of public water and sewer into the Rural Suffer <br /> and Protected Watershed areas also prevents <br /> reservation and/or dedication of utility <br /> easements for that purpose. Permits for <br /> construction of the community water system must <br /> be approved by the Department of Human <br /> Resources Division of Health Services prior to <br /> final plat approval . <br /> OWASA staff also recommended that Lots 5, 6, 7 , <br />
