4 . 128 CHESTNUT OAKS ( CLUSTER) D ° <br /> (21 LOTS BINGHAM NGHAM TOWNSHIP) <br /> Presentation by Emily Crudup. <br /> The 68 . 18 acre site is located near the <br /> Bingham/Chapel Hill Township line on the west <br /> side of Jo Mac Road ( SR 1103) . Gemena Road and <br /> three (3 ) lots are existing as shown in Phase <br /> One, a minor subdivision. The applicant <br /> proposes to extend ( in three phases) Gemena <br /> Road and Habitat Circle as public roads built <br /> to State standards to serve 31 lots averaging <br /> 1 . 1 acres in size. The remaining 31 . 42 acres <br /> along the intermittent streams and on the <br /> northeastern portion of the site will be <br /> preserved as open space owned and maintained by <br /> a homeowners association . The lots will be <br /> served by individual septic tanks and by a <br /> community well system. The community water <br /> system will also be the responsibility of the <br /> homeowners association . <br /> The property is zoned Rural Buffer and <br /> Protected Watershed II . The Joint Planning <br /> Area Land Use Plan designation is Rural <br /> Residential . <br /> All agencies have reviewed the preliminary plan <br /> for Chestnut Oaks. <br /> The Town of Carrboro had the following comments <br /> and recommendations : <br /> 1 . The plans are lacking in sufficient <br /> information to make an adequate assessment <br /> of the subdivision. Under Carrboro' s <br /> ordinance, the following items would be <br /> required on plans: <br /> a. Proposed tree clearing limits as well <br /> as location of trees larger than 18" <br /> diameter. <br /> b. All proposed utilities ( including <br /> septic field locations) and stormwater <br /> facilities with corresponding drainage <br /> calculations. <br /> c. Proposed grading lines. <br /> d. Erosion control measures. <br /> e. Proposed footprints of houses. <br /> f . Sidewalks. <br /> According to the Orange County Subdivision <br /> Regulations, none of the items listed above <br /> are required to be shown on the preliminary <br />
