112 - <br /> c. The clustering scheme permits the applicant to set aside two large areas of open <br /> space. The first is a 21+ acre area around the intermittent stream that divides the <br /> property. This area runs the full width of the site from the north to the south <br /> boundary (a linear distance of over 1,050 feet) and the area varies in width from a <br /> minimum of about 450 feet to a maximum of about 1,150 feet. In addition to the stream <br /> this area contains the steepest slopes on the site. This first area is forested and will be <br /> retained in its natural state,except for a single road crossing at its point of minimum <br /> 'width and a pedestrian trail. The pedestrian trail will avoid steeper slopes and will <br /> connect both the two areas of development and the two areas of open space. This first <br /> open is a 10�a is part of Phase 4 of the development plan. The second area of open <br /> space acre area along the frontage of Jomac Road. This second area is the most <br /> visible area of the site because of its road frontage arnd lack of trees. By clustering,the <br /> applicant is able to reduce the number of homes sited in the open fields near Jomac <br /> Road,helping to retain the rural nature of the neighborhood. This second open space <br /> area is mostly level and may be used as an improved recreation area through the siting <br /> of a ballfield. This second open space area is part of Phase 3 of the development plan. <br /> The Homeowners Covenant for the subdivided lots c mm its the homeowners to <br /> maintenance of common open space areas, <br /> d. See the section labeled "Site Analysis"above and the accompanying subdivision plat <br /> -preliminary for a description of slopes,vegetatio ,soils,and drainage. <br /> e. Water and wastewater service will be supplied <br /> individual septic pp by�a community well system with <br /> p ' systems to reduce development costs. Each well will serve nine or <br /> fewer residences so that no state permit will be required. Water and wastewater system <br /> design'will be subject to approval by the County sanitarian. <br /> f, Even using cluster provisions,individual Chestnut Oaks lots will be similar in size to <br /> adjacent development,such as the nearby subdivisions on Jomac road near Bethel <br /> Church-Hickory Grove Road. By retaining as open space the most visible and most <br /> environmentally sensitive portions of the site, clustering will enable the subdivision to <br /> conserve the rural and environmental values of the site. <br />
