104 <br /> 2 <br /> Oaks. <br /> The Town of Carrboro had the following comments and <br /> recommendations: <br /> 1 . The plans are lacking in sufficient information to make <br /> an adequate assessment of the subdivision. Under <br /> Carrboro' s ordinance, the following items would be <br /> required on plans: <br /> a. Proposed tree clearing Iimits as well as location <br /> of trees larger than 18" diameter. <br /> b. All proposed utilities ( including septic field <br /> locations) and stormwater facilities with <br /> corresponding drainage calculations. <br /> c. Proposed grading lines. <br /> d. Erosion control measures. <br /> e. Proposed footprints of houses. <br /> f . Sidewalks. <br /> The approval of a similar subdivision under Carrboro <br /> ordinances would be through a special or conditional <br /> use permit procedure with more detailed site plan <br /> specifications. Typical primary and secondary tree <br /> protection areas have been indicated on Lot #25 . <br /> Furthermore, the proposed layout meets necessary <br /> standards for stormwater management, and an erosion <br /> control plan must be approved prior to issuance of a <br /> grading permit by Orange County. Individual house <br /> locations must be indicated when application is made <br /> for a building permit. Septic field locations are <br /> denoted by the Health Department on a copy of the plat <br /> retained in the application file. <br /> 2. It is recommended that open space be utilized to <br /> protect slope areas greater than 15%. <br /> Most of the steeper slope areas are located in the <br /> proposed open space. <br /> 3. Rather than make two stream crossings, the pedestrian <br /> path and roadway should be combined in one crossing. <br /> The location of the pedestrian footpath provides access <br /> to the preserved open space. This purpose could not be <br /> served as well if the path were located in the road <br /> right-of-way. <br /> The NC Department of Transportation approved the preliminary <br /> plan as proposed and will review construction plans prior to <br /> final plat approval . <br /> Habitat for Humanity originally proposed to dedicate 2. 146 <br />
