The applicant proposes to <br /> extend ( in three phases) Gemena Road and Habitat Circle as <br /> public roads built to State standards to serve 31 lots <br /> averaging 1 . 1 acres in size. The remaining 31 .42 acres <br /> along the intermittent streams and on the northeastern <br /> portion of the site will be preserved as open space owned <br /> and maintained by a homeowners association. The lots will <br /> be served by individual septic tanks and by a community well <br /> system. The community water system will also be the <br /> responsibility of the homeowners association. <br /> The property is zoned Rural Buffer and Protected Watershed <br /> II . The Joint Planning Area Land Use Plan designation is <br /> Rural Residential . The net density of the proposed project <br /> ( excluding rights-of-way) is one unit per two acres. Based <br /> on the gross land area ( including road rights-of-way) the <br /> density is one unit per 2. 199 acres. <br /> All agencies have reviewed the preliminary plan for Chestnut <br />
