Orange County has received State Discretionery Funds <br /> to be used by the Orange County Committee on the <br /> Bicentennial of the Constitution . These funds were <br /> appropriated for the purpose of enhancing its programs . <br /> No County match is required. <br /> 2 . Orange County has received. renewal of a grant from the <br /> Governor ' s Waste Management Board. This grant will enable <br /> the Environmental Affairs Board to continue the work that <br /> began last fiscal year . The grant renewal will enable <br /> the continuation of staff support , supplies and travel . <br /> 3 . During fiscal year 1986-87 , a CAT bus was destroyed <br /> by fire . The insurance did not make payment until June <br /> 1987 ; this was too late for a new bus to be purchased in <br /> FY 86-87 . Therefore , the money was deposited into the <br /> County Capital Reserve Fund. This amendment will transfer <br /> the payment from the Capital Reserve Undesignated Fund <br /> Balance (account balance-$78 , 406) to the Aging budget . This <br /> will allow purchase of the CAT bus in 1987-88 . <br /> 4 . In September , 1987 , the North Carolina Division of Social <br /> Services issued revised AFDC - Emergency Assistance regulations <br /> These regulations tightened eligibility requirements and <br /> reduced program payments . As a result , the demand for <br /> General Emergency Assistance has increased . For several <br /> years , the department has received additional General <br /> Emergency Assistance funds from the Contingency fund. This <br /> amendment will utilize "under spent" funds already in the <br /> department ' s budget to assist Orange County citizens with <br /> emergency needs (medicines , utilities , evictions , etc) . <br /> RECOMMENDATION - _(_S) : Approve motion to amend the 1987-88 Budget Ordinance by the <br /> proposed amendments . <br />
