005 <br /> Report of Complaint by Mr. and Mrs. Daniel Wagner <br /> Address: Rt. 6, Box 647, Hillsborough, NC <br /> (Rex Road off Dimmocks Mill Road, in close <br /> proximity to the Hillsborough water plant. ) <br /> Complaint: Mr. Wagner sites several areas in the neighbor- <br /> hood where debris and miscellaneous junk has <br /> accumulated. It is his contention that these <br /> areas constitute a health hazard by providing a <br /> favorable habitat for the wharf rats found in <br /> their neighborhood. <br /> Since the complaint was lodged with the Manager's office on <br /> November 25, 1987 the following steps have been taken by <br /> County staff: <br /> 1. Numerous site visits have been done by sanitarians and <br /> the Health Director, Management Analyst from the <br /> Manager's office and representatives from the Planning <br /> Department. <br /> The unanimous findings show a "general housekeeping" <br /> problem in the neighborhood. <br /> 2 . Dr. Barry Engber, N.C. Department of Human Resources, <br /> Health Services Division, also made a site visit to the <br /> area and concurred with staff findings. His corre- <br /> spondence is attached (Attachment I) . <br /> 3 . In an effort to allow residents to clean up the area, a <br /> Public Works truck was made available on Saturday <br /> morning, January 16. Although some residents did take <br /> advantage of the opportunity, a significant trash <br /> problem continues to exist. <br /> Door-to-door notification was provided to residents <br /> along Rex Road and a segment of Dimmocks Mill Road. <br /> Although the County has an ordinance which governs abandoned <br /> vehicles and by State law the Health Director can declare <br /> some trash a public health hazard and require its removal, we <br /> have no legislation governing "general trash. " This type of <br /> problems will generally fall within the parameters of a <br /> nuisance ordinance, which addresses, but is not limited to, <br /> such items as lots overgrown with vegetation, rubbish and <br /> trash, abandoned appliances such as refrigerators, washers, <br /> etc. <br /> It is suggested that staff be requested to review and draft a <br /> nuisance ordinance, providing there is no existing State law <br /> which provides remedy to the situation. The County Attorney <br /> will assist in this endeavor. <br />
